<p class="section-text"><b>Цель исследования:</b> повышение своевременности предоставления объектами инфокоммуникационной инфраструктуры услуг с заданным качеством при изменении состава обслуживаемых потребителей.</p><p class="section-text"><b>Метод исследования:</b> использовались методы анализа, синтеза, теории графов, теории моделирования, теории распознавания образов, метод морфологического анализа.</p><p class="section-text"><b>Результат исследования:</b> является техническое решение (способ), направленное на повышение своевременности предоставления услуг с заданным качеством. Решение включает моделирование существующего объекта инфокоммуникационной инфраструктуры, имитацию функционирования изменившегося состава потребителей, оценку качества предоставляемых потребителям услуг. На основании результатов моделирования и оценки качества осуществляется определение недостающего телекоммуникационного ресурса. После чего синтезируется облик технической системы с учетом уже существующей инфокоммуникационной инфраструктуры, при этом поиск оптимального решения осуществляется методом морфологического анализа, а критериями качества синтезируемой системы является выполнение требований нового состава потребителей и минимум вносимых изменений в нее. Оценка степени внесения изменений осуществляется методами теории распознавания образов путем вычисления расстояния между различными вариантами в пространстве их признаков. За счет чего минимизируется время предоставления услуг с заданным качеством.</p><p class="section-text"><b>Научная новизна</b> состоит в модификации методического подхода к обеспечению потребителей инфокоммуникационными услугами, лежащего в основе разработанного технического решения, а также адаптации формулы Рассела и Рао.</p>
<p class="section-text"><b>The purpose of the study</b> is to increase the timeliness of the provision of services with a given quality by objects of the infocommunication infrastructure when the composition of the consumers served changes.</p><p class="section-text"><b>Method:</b> methods of analysis, synthesis, graph theory, modeling theory, pattern recognition theory, morphological analysis method were used.</p><p class="section-text"><b>The result of the research</b> is a technical solution (method) aimed at improving the timeliness of providing services with a given quality. The solution includes modeling of an existing infocommunication infrastructure facility, simulation of the functioning of a changed composition of consumers, and assessment of the quality of services provided to consumers. Based on the results of modeling and quality assessment, the missing telecommunications resource is determined. After that, the appearance of the technical system is synthesized taking into account the already existing infocommunication infrastructure, while the search for the optimal solution is carried out by the method of morphological analysis, and the quality criteria of the synthesized system are the fulfillment of the requirements of the new composition of consumers and the minimum of changes made to it. The assessment of the degree of modification is carried out by methods of pattern recognition theory by calculating the distance between different variants in the space of their features. Due to this, the time for providing services with a given quality is minimized.</p><p class="section-text"><b>The scientific novelty</b> consists in the modification of the methodological approach to providing consumers with information and communication services, which is the basis of the developed technical solution, as well as the adaptation of the Russell and Rao formula.</p>
